If you go to actionfund.org/BRAL you will find a general announcement about the contest; the rules will be posted in the next day or two along with the registration form.  The registration period begins November 1, 2019 and ends January 18, 2020.  The announcement (which I just read to confirm it’s there!) gives dates, an email address for electronic submission of questions and the contest entries, and an address for mailing hard copy at the discretion of the certifying authority.
