[Nfbc-info] Stippends for members at large

Matching Grants - If the chapter will put up $150 the state will match it 
for members only
Stipend for members at large - Is available for people who are 
geographically to far from a chapter to attend meetings but pay annual dues 
as "member at large" also $150
