Hi Mike,
Thanks for asking.  Here is the way it works.
Stipends are available to people who have paid dues of $5.00 as "Members at 
Large".  Members at large are people who "cannot" get to a regular chapter 
meeting because of the geographic distance between them and the nearest 
chapter.
Members at large apply for membership through the state office.  I keep a 
list of "Members at Large".  They have the right to vote.

"Matching Grants" are available to chapters.  The chapter president applies 
for a matching grant from the state.  The amount is $150.00.  So if the 
chapter puts up $150.00, the state will match it.  How that money is split 
up among chapter members is up to the chapter.
