I don't understand the scary part. Basically, all traffic stops, and 
pedestrians can cross in whichever direction they want. This sounds like a 
good thing. The question is, what do we suggest the city do about the 
audible traffic signals?  Should we take them out? Should they all sound 
when pedestrians can cross? Is there a different solution?
