Hey Lisa,

Isn't is more likely that the message is "if the compass card is
subsidized, we're going to ask for additional proof that it's yours?"

If you buy a full fare card and loan it to someone else, they don't
care.  If you buy a subsidized card and loan it to someone else, they
very much care.

Very curious to know how you see this.
