Hi Rob and all others: 

Rob, try going online and look for the ADA Rider's Guide. There's a section about para transit. Each section links to the various ADA sections and, I think, statutes. 

Additionally, consider E-mailing the local contract manager for Victorville's para transit services. The contract manager is not the general manager. Ask this individual for a copy of their policy that addresses alerting blind individuals to the presence of a paratransit van. 

Not too long ago San Diego MTS Access was mandated to change some of their policies including alerting blind riders to the presence of the bus. All riders are given the option of "curb-to-curb" or, "door-to-door" service.  North County para transit offers "approach and assist". Years ago when I traveled to Phoenix I would receive a phone call that alerted me to the presence of the ADA ride service.

Hello all: I have been riding the Victorville pera transit system (ADA) pretty much on a dailey basis for the passed few weeks. There seems to be a situation that I am encountering: 
I have told ADA I am blind and have a white cane. I was told more than once that per the ADA law, pera transit companies don’t need to do this any more. I am concerned about this because when I am waiting for the bus in a building, I am use to the pera transit vehicles when they come up to pick me up, to either tap their horn or press their back beeper. Has anyone else had this issue.
