Rob,
I think if you are looking for mass transit and employment as a blind person Big Bear and Lake Arrowhead is not going to be the place to be.  Our niece owns a cabin in Big Bear and as all the others have said those areas are remote and affordable housing I would doubt.  You could consider Riverside or San Bernardino as those areas are probably less expensive then LA or Orange County and you have better chance with transportation.
