You might consider Sacramento... It's not the cheapest place in California,
but its way more affordable than many parts of the state.  There is good
public transit with the light rail and buses, and there are far more job
prospects than in some of the smaller communities.  There is also a strong
NFB chapter there and lots of blind guys to help you settle in.

Rob,
I think if you are looking for mass transit and employment as a blind person
Big Bear and Lake Arrowhead is not going to be the place to be.  Our niece
owns a cabin in Big Bear and as all the others have said those areas are
remote and affordable housing I would doubt.  You could consider Riverside
or San Bernardino as those areas are probably less expensive then LA or
Orange County and you have better chance with transportation.  Here is one
