California's priority is to make competitive integrated employment a real choice for people with disabilities. The Department of Rehabilitation (DOR) is available to provide Career Counseling and Information and Referral (CC&IR) services to all employees currently paid subminimum wages.  CC&IR services compliments and supports the overarching intent of the Workforce Innovation and Opportunity Act (WIOA) by ensuring that all persons with disabilities have the right to receive information and opportunities for competitive integrated employment, education, training, and support services to succeed in the modern labor market.
 
On January 25, 2017, we mailed the attached letter to all employers holding 14(c) certificates issued by the Department of Labor encouraging them to contact DOR and arrange for CC&IR services for their employees paid subminimum wages.  If you are a 14(c) employer who has not yet contacted DOR, please submit your On-Line CC&IR Services Request by February 28, 2017, to ensure we can provide the required WIOA Section 511 services by July 22, 2017.
