It is different from those.  It is a program to scan images of 
printed pages, or image-only PDF's and extract the text, and read it to you.

Zoomtext enlarges what is on the computer screen, and dragon dictate 
takes dictation and puts the words into your computer.

Whether or not you need it depends on what you will use the computer for.
