[nfbcs] how do you use internet relay chat? Do you have to download anything in order to use it?

You need an IRC client.
What you download depends on what OS you are running. I haven't seen an IRC 
client for windows for more than 10 years and don't know what the current 
state of them is, but doing a search should yield some results.
