Microsoft SharePoint 2007 is much more accessible than the older and still
frequently used 2003.

Joe,

Did you look at Microsoft's SharePoint?  My understanding is that it does
some of this and can be configured to be accessible, but I have no
experience with it.  

Thank you for sharing your findings, this sort of thing is very useful in my
opinion.
