No; there's a difference. I've navigated sites that are quite accessible --
we can access every element on them -- but they're gawdawful to use because
they're disorganized, overly-cluttered or don't lend themselves to easy
listening.

Is there a name for when something, like a website or PDF, can be accessed 
by a screen reader, but it is not easy to navigate or understand? Sorry if
