[nfbcs] Support of Cygwin64 with Jaws 13

There is a jaws scripting email list. The people there are very helpful.
I don't have the address right now but I found it by googling.
I have a script that works with openssh for Windows. Cygwin and openssh
used to share a lot of the smae code. But development of openssh stopped
years ago. I haven't kept up because I don't use Windows any more since
my job is entirely working with linux. But here is a link to my jaws
script for openssh. It will probably mostly work with cygwin.
