[nfbcs] Security pop-up in IE8

Thanks Kartik.  I checked my date/time, and it was OK.
The problem stopped happening partway through yesterday, which makes me 
think the web guys were monkeying with the site.  That, or I accidentally 
hit the right key to fix it, with no idea what I'd done.
