[nfbcs] Blind Guy gets New Job

Try the 21st Century Communications and
Video Accessibility Act of 2010 for the supporting legislation.  
Specific cable providers weren't named in the legislation, the 
legislation just requires cable and satellite providers with at least 
50,000 subscribers to comply.
