[nfbcs] project tracking software

I know this is a ridiculous thing to say, but there is a law requiring the 
government to only purchase accessible software, right?  Yet they're using 
JIRA, which Susie says is inaccessible.  Thus, they're breaking the law.  I 
just thought it had to be said.
