I don't think there are enough blind persons working for government to
warrant the time and effort that would be needed to implement a bribe and
payoff stratagem.

I think the real problem lies in our small numbers and our inability to
exact a sufficient penalty for inaccessibility. We're trying to remedy this
situation now (a recent lawsuit against the U.S. Department of Labor) but
it's going to be a long slog.

Every one of you on this list with a direct interest in accessibility in 
either the federal workplace or state workplace could do well to 
subscribe yourselves to fedaccessibility-subscribe at yahoogroups.com if 
you want to do it, just send a blank message to that address and you'll 
start that process.  Inaccessibility of office equipment and software is 
often maintained by management in several Federal agencies by blind 
employees having their jobs threatened.  When you have this many 
problems that those problems spread onto at least two e-mail lists yet 
Section 508 Co-ordinators report zero complaints in agencies with blind 
employees in them, something is rotten in Denmark!  I don't know of any 
direct reports, but I've read at least one other member on the 
fedaccessibility e-mail list write in general terms about these kind of 
incidents.  Very probably lucrative for managers to suppress complaints 
since it's reasonable to expect corporations that will not do proper 
accessibility to be compensating those managers to keep the 
accessibility lid on.  The corporations probably reason a few good 
regular payments to certain federal managers in both the acquisition 
chain at first for getting the software licenses purchased first then 
paying off management chains that reach down to blind employees is less 
expensive than doing accessibility properly.  I don't know that any of 
this is correct and if I ever run into specific cases those will be made 
known but based on logic of bribes and pay offs this appears to be a 
very feasible structure for how when and why corporate accessibility 
violators would conduct their business.
