Yes, this also happens when you want to skip a large number of options and 
land on one that starts with the same letter as the one before it.  The 
solution is to open the selection box with alt+DownArrow before stepping 
through the options.
The option won't activate until you hit Enter.

For change control, we're using the web-based ITSM Service Now, which is
very accessible.  The only problem is that someone added a few of those
combo boxes that execute something the minute Jaws lands on it.  Is there a
way I can make it wait until I've landed on the one I actually want?
I'm using Jaws 15 and IE.
