Jude,

Citrix is often used to provide access to Windows on a remote machine including running Windows applications.  Both JAWS and Window-Eyes have 
developed approaches that allow them to be installed on the remote server and then controlled on the local computer.  I don't think that ORCA would 
provide any advantage in this case.
