sqlplus is an Oracle product and is the basic command line version of
oracle 7. If where you do your coursework has a license for it you'll
probably be able to use it.
Aside from that, both mariadb and postgresql are also available for
windows and those download links are available from their respective
home pages. I would have responded earlier but got moved to a place
without internet access for safety reasons and just got back last night.
