In 2015, the last time I used such a client, SecureCRT worked well with JAWS
(http://www.vandyke.com/products/securecrt/).
It costs around $50, but is worth it.

Last that I checked, Putty had problems with some screen readers, including.
It is possible to get an SSH client for the Windows command prompt, but,
unless you install another program on top of it, the command prompt does not
remember history from previous sessions. I like to use Cygwin, but it
sometimes requires sighted assistance to install. Regardless of which
program you use, most of them have problems with screen readers reading the
wrong character when navigating and screen readers repeating the entire line
when editing in the middle of a line.

I like to use Putty. You don't even have to install it. Just copy the file
somewhere and run it.
