[nfbcs] question on navigating electronic docs

Whether you can navigate it like a webpage depends on how the document was formatted. If there are headings, in word and in PDFs, you can use them. The same goes for links

Are use control down arrow a lot to go from paragraph paragraph. That works much better than line by line.
