[nfbcs] question on navigating electronic docs

I'm not sure what screen reader we're talking about here, but I know 
JAWS supports hierarchical navigation in PDF, Word and other document 
formats. As Nancy said, they need to be marked up properly. To toggle 
hierarchical navigation in JAWS use the JAWS-key+z key command.
