As you already know, I don't have experience with Hummingbird, my 3270 emulation experience has been with Reflections Eight in the distant past, and IBM Personal Communications, but the version 6 variety rather than the version 13 variety that you tried.  In the case of the IBM product, I don't think the version 6 is an extremely old version, it is a different level of software.  If it is similar to the Personal Communication 13 product that I thought you were using, it might be worth trying to see if IBM has any hints regarding using it with a screen reader.

Regarding Hummingbird, though, I'm not sure what you mean when you say the cursor changes shape when you type in edit.  Are you on a 3270 screen, or are you referring to an edit box somewhere else in the software?  If you are on the 3270 screen, are you overtyping a field or are you inserting characters?  

I think you would have better luck if you can locate the cursor shape options within Hummingbird and try to be sure a consistent cursor shape is used.  Possibly there is a separate shape for inserting characters, for example.  Also, if your mouse is being tracked with the cursor, the mouse pointer could be changing shape depending upon whether you are in a protected field or not.  You could look for options that cause the mouse to be tracked with the cursor and try turning that off.  I've seen this option in some 3270 emulators.  If you have already established that there is no way to make the cursor consistent, particularly to avoid what is probably a "block cursor", then maybe changing the parameters of the horizontal cursor to identify the block cursor might work.  Since the vertical cursor definition is different, it may still recognize the vertical cursor, but I'm a little afraid that if you recognize the block cursor the vertical cursor may not be recognized.

If you look at the horizontal cursor parameters, the Height number is likely pretty small with a larger Width number.  That's because it is trying to look for a horizontal line.  Increasing the height to be the same as the width might cause the block cursor to be recognized, but who knows.  Glen would likely have better insights on this than I, as he is the expert.  However, it may not have been clear to him that this is a 3270 emulator, and I don't think the emulators he mentioned support 3270 emulation.

I am trying to get a terminal emulator working with Jaws and Windows 10. 
Hummingbird is working reasonably well, with one big exception.  When I
start typing in Edit, Jaws stops reading reliably.  The cursor turns from
the vertical bar I set into a big blob, and Jaws doesn't see it.  I'm
guessing the blob is why Jaws doesn't see it.
I called the charmers at FS tech support, and my helper had me check an
item in the JCF file, which had to be either 254 or 255.  We tried both,
but neither solved the problem.

I see something in the Jaws settting center about horizontal and vertical
cursor dimensions, but Googling those settings yielded nothing.

I'd welcome any thoughts on these things.  Tomorrow, I'll sit on hold for
another Jaws tech person.
