[NFBCS] Introduction and question on VS Code for linux

I got some advice on getting Visual Studio Code for Linux working on the 
orca list, orca-list at gnome.org. I could not get it to work but I didn't 
try very hard. Its still on my to-do list. But I think there are people 
on that list who are using VSC.
