[NFBCS] Opening HTML files

Hey Leslie,
Hope your convention experience is going well too! I haven't confirmed this
because I don't have internet explorer on my computer, but I believe that
if you open a new tab in internet explorer and press control + o, you will
be prompted to select a file from your computer to open in the browser. I
found this shortcut very convenient when working with html documents in
Google Chrome, and even if the keystroke isn't exactly the same for
Explorer, I'm fairly certain there is one out there.
