I think the answer depends on how the Citrix server is set up in your client server environment. Many years ago, I had Citrix server support running through Windows Terminal services on my client where JAWS was installed on my host computer and on a remote server running Windows Server 2003. We turned the speech functionality off for the server since JAWS would continue to provide the remote support I needed without the speech output from the server during the remote connection. JAWS had to be installed on the server and the client, it sounds like you're already aware of that mode of operation based on your message. It's been a long time since I did admin work using that server, so my knowledge is out of date. 😊

Currently,  some people use Citrix at  my current job, federal government, but now Citrix runs on a thin client using a virtual desktop Citrix client and server connection.  Another alternative we sometimes use is the Citrix receiver plug-in which is web based and connects through the virtual environment. I believe JAWS runs on the server instance for both of these environments. If your server runs on top of Windows 2019, perhaps Narrator could start talking on that server, or maybe you could try running it in a headless server fashion if that configuration still exists. It seems like most folks are running Citrix in cloud or virtual environments so I'm not sure if Narrator has the ability to send and receive pictures of screen access like JAWS does. NVDA has a remote access capability, but the last time I looked into it, albeit when it first came out a couple of years ago, it was for the remote desktop client.
Perhaps contacting Citrix or Microsoft may help, I'm not sure. 😊

I am trying to think of some way to get reasonably easy access to Citrix. 
If Citrix is running with Windows Server as the OS, does it have Narrator built-in?  Narrator has gotten more robust recently.  Would it be possible to run Narrator on the citrix server and get access to the apps running there, or at least some of them?
Or is this a totally ridiculous idea?
