hello.

yes it is, but it's based on memory. so you basically have to remember 
the steps and make sure to not make a mistake.

you need to go to the run tialog and type cmd and press enter.

then you type net start audiosrv and enter and the audio service is on. 
then you have to turn on the narrator using ctrl+windows+enter.
