Hello Tracy:
In Windows 10, when invoking the print function, you can choose the Save as PDF option from the list of printers. I do not know for sure whose giving you the option, whether it is Microsoft or Adobe. I do know that I am running Windows 10 and that I also have Acrobat Reader DC installed on my machine. Thus, anything I want to save as a PDF from a print dialog can be so saved and copied to a flash drive for printing someplace else.
I hope this offers some guidance that helps. Ultimately, in an ideal world, we should be able to send in our ballots electronically, but that seems to be a ways off right now.☺

We are just getting some accessible electronic voting this year, and I have
a question for people who've had it a while.
I have to print out my filled-in ballot. When I picked "print" from the
website, the default printer was an image printer I use, which creates a
.tiff file. What pirtual printer should I tell it? What kind of file am I
aiming for? It's my plan to put the file on a flash drive and take it over
to UPS to print, since I don't actually own a printer.
