[NFBCS] Screen Reader Friendly Instructions on Creating Accessible PDFs?

Hi All:

Are there any resources out there that would instruct/enable a screen reader
user to create an accessible fillable PDF? I've been trying to navigate
Adobe's accessibility tool with JAWS and having absolutely no luck getting
it to work for me.
