[NFBCS] Tagging PDF's

I took a webinar last year, I think put on by Freedom Scientific, and they said at that time that a blind person could not tag a PDF because critical parts of the process are not accessible.  And the tagging process sounded complex, much more so than I would have thought.

Hello everyone,
Is there anyone hear who has tagged a pdf without sited help? İ've
heard however that screen reader users couldn't tag the pdfs
themselves, is this true? So I can't go into acrobat and tag a
previously untagged PDF, because the tag tree is inaccessible?
