[NFBCS] using a raspberry pi as a blind user

I usually prefer to assign static addresses for DHCP to hand out rather than configuring individual devices
to use a self-chosen static IP; but I neglected to say that here. iOS and possibly other devices that
randomize their Mac addresses, for privacy reasons, can of course defeat this plan.
