[NFBCS] Folder in Outlook

I press Control+shift+e. I can't remember how you get to it in the ribbons,
but that shortcut works for me.

Does anyone know how to create a new folder in Outlook. I Googled and it
says stuff like, from the Main view .. Etc. What is the main view, and how
do you get there. It isn't the inbox or folder list?
