I think you are right that Google removed the less secure setting, but it is likely that OAUTH2 is being implemented on HotMail similar to how it has been implemented on Gmail for over a year..

I believe Google has removed that setting. This is more of a Microsoft issue since we are talking about a Hotmail account here.

gongle also has a setting called "allow less secure apps". You may need to check for something like that. The Microsoft Disability Answer Desk may be able to help.
