Estimados Compañeros Federacionistas:
 
Como saben, la Federación Nacional de Ciegos está liderando el esfuerzo para detener la explotación de los trabajadores con discapacidad que reciben salarios inferiores al salario mínimo. Escrita en 1938, la Sección 14(c) de la Ley Justa de Normas Laborales, Fair Labor Standards Act (FLSA) discrimina a las personas con discapacidad al permitir que el secretario de Trabajo otorgue certificados especiales salariales a los empleadores, lo cual, les permite pagar a los trabajadores con discapacidad menos de un salario mínimo.  A pesar de la legislación progresista de derechos civiles que prohíbe la discriminación por motivos de discapacidad, esta disposición anticuada está todavía en vigor, con algunos trabajadores con discapacidad ganando sólo tres centavos por hora.

Dear Fellow Federationists:
As you know, the National Federation of the Blind is leading the effort to stop the exploitation of workers with disabilities who receive subminimum wages. Written in 1938, Section 14(c) of the Fair Labor Standards Act (FLSA) discriminates against people with disabilities by allowing the secretary of labor to grant Special Wage Certificates to employers, permitting them to pay workers with disabilities less than the minimum wage.  Despite enlightened civil rights legislation prohibiting discrimination on the basis of disability, this antiquated provision is still in force, with some disabled workers making only three cents an hour.
