Dear Rachael:
I can share with you, the job description, which I drew up several years
ago, for our Polk Chapter. You might form some ideas from this description.
Changes, since this writing was formed, have taken place. You can weed out,
what would not be applicable to your Chapter. I am sure, each Chapter
has its own set-up for various officer duties. This could just be a guide
to give you assistance. These duties were approved by our then, and now,
President, Dan Hicks. Hope it might help you, in some way.

JOB DESCRIPTION OF NFB OFFICERS
Duties of President:
The President shall preside at regular meetings, Board meetings, and assume
responsibility for the fulfillment of all projects, fundraisers and delegate
duties. Keep informed of State and National activities and functions.
Attend State conventions; Leadership Seminars; prepare a Presidential report
and present it at State convention; attend special Presidential meetings,
while at State Convention. Be alert, and participate whenever possible, on
State and National legislative issues. Attend local commission meetings
regarding transportation, ADA, and other county and city Public hearings.
Take charge of incidentals, such as, making certain that necessary NFB
materials and resources are available, when needed, as well as, making
contacts for set-ups for various functions.
Work closely with Recording and Corresponding Secretaries, Treasurer,
Fundraiser and Public Relations Chairperson. Read monthly National
Presidential report and the Braille Monitor. Pass on significant information
to Chapter members at regular meetings. Be willing to accept assignments
from the State President to serve on committees or leadership seminars Be
prepared to participate in telephone conferences, from time to time. .
Fill in all the gaps when a member may show some slack in a responsibility.
The President should be willing to give
Of his/her time, energies and efforts to lead the Chapter effectively.
Access to the computer is very helpful, as many messages regarding
Presidential duties are sent by email. . It is the duty of the President
to have a full view of the entire NFB on a local, State and National level
and have the ability to pull it all together.
Vice-President:
The Vice-President shall assume the duties of the President, if for whatever
reason; the President is unable to fulfill his/her term or cannot be present
for a meeting. He should, also, assume any task, which the President may
ask him/her to perform.
Recording Secretary:
The Recording Secretary has the responsibility of recording all the minutes
of each monthly meeting and all Board meetings. A copy of the Minutes
should be presented to the President prior to every monthly meeting. The
Minutes should be kept in an orderly fashion contained in a book form to be
filed for future reference.
Corresponding Secretary:
The Corresponding Secretary has the duty of taking care of all
correspondence within the local NFB Chapter. This includes: composing and
sending out letters to potential contributors for fundraisers and
acknowledging their contributions. Writing letters to various groups or
individuals for particular functions and projects. Keeping a file of names
and addresses of the various participants. Keep a file of all letters and
correspondence. Assist the President, if necessary, in writing the annual
"Who's Cookin' Award entry. Also, be ready to assist the President in any
necessary correspondence, which might arise, such as flyers, reports and
etc. Good secretarial and business skills are important, which include
Proper grammar, spelling, letterforms and attractive presentation of written
materials. Computer skills are essential in order to keep informed on a
State and National level.
Treasurer:
The Treasurer shall keep accounts of all incoming and outgoing monies.
He/she is responsible for writing checks and bank deposits. It is the duty
of the Treasurer to collect all money from fundraising projects and record
it properly. The State Treasurer requests an annual statement to be
recorded and sent to him. The State Treasurer, in turn, sends the statement
to the National office. An audit by National can be requested. It is also,
the duty of the Treasurer to collect annual dues from every member and keep
a record. A check is sent to the State Treasurer for the dues, along with
the names and addresses of all paid members. The Treasurer is responsible
for Membership Applications and the form of media in which the member wishes
to receive the Braille Monitor or other publication available. With the use
of a computer or Braille skills, it is possible for a totally blind person
to perform most of the tasks. However, it is difficult. The Treasurer is
required to present a monthly report to the Chapter meeting. The Treasurer
should work closely with the President, in the event of an emergency need.
At this time, the bank allows only three checks, to be written each month.
Computer skills are important, but not absolutely necessary. However,
keeping financial records on file in the computer is very helpful. The s the
State Treasurer conducts much of his information via email. The Treasurer
should maintain high standards of ethics and is responsible for any
discrepancy. This position requires efficiency and thoroughness in keeping
records.
BOARD MEMBERS: The Board will consist of the five officers President,
Vice-President, Recording Secretary, Corresponding Secretary and Treasurer,
plus three other elected Chapter members. The three Board members will be
rotated with one member elected on the odd year and two on even years.
Board members should be available for called meetings and a regular meeting
at least, four times yearly.
CHAIRPERSONS:
To be appointed by President
Sunshine Chairperson:
The responsibility of the Sunshine Chairperson is to send greeting cards to
acknowledge certain occasions; such as birthday, anniversary, get-well and
sympathy. The Sunshine Chairperson shall select and purchase the cards and
stamps. When a receipt is presented, he/she will be refunded. This money
comes out of the 50/50 fund. This is an important position and requires
someone who is ready to be diligent, organized and willing to follow through
with promptness.
Enough vision to select and address cards is necessary.
Transportation Chairperson:
The Transportation Chairperson should be interested in our local
transportation system and attend WHAT and other meetings, which affect
public transportation in our area. Whenever possible, the Transportation
Chairperson should attend State Transportation and advocacy meetings held in
Tallahassee. AN update report is expected at each monthly meeting.
Diabetic Korner Chairperson:
The Chairperson of the diabetic Korner should keep informed on recent
diabetic information relating to blindness. A quarterly newspaper is
available and can be issued to Chapter members. A monthly updated report is
expected at each Chapter meeting.
Membership Chairperson:
The Membership Chairperson keeps an ongoing list of the names, addresses,
and phone numbers of Chapter members. He/she should welcome all new members
and make a special effort to make a contact to encourage attendance and
involvement. A telephone call to members who were not in attendance to a
Chapter meeting is important. The Membership Chairperson could inform the
Sunshine Chairperson of any illness or other circumstance where the person
should be recognized.
Fundraising and Public Relations Chairperson:
This Chairperson is responsible for all fundraising projects and interaction
with the public. This position requires a person who can develop new ideas,
make public contacts and is willing to project the message of the National
Federation of the Blind. It might involve arranging speaking engagements
with local community organizations, schools, churches and the like. This
Chairperson is responsible, with the assistance of the President and
committee members, to carry through with any fundraiser, which the Chapter
has approved. It is helpful, if this person is well known in the community
and has the ability to project a positive image of the blind. It is a very
responsible position and should be carried through with great diligence and
dedication
. 50/50:
The 50/50 person should set up a means of collecting a $1.00 from every
member who wishes to contribute. At the end of the meeting, a name is
drawn, and half of the money is presented to the lucky winner. The other
half is placed in the 50/50 fund, which is used for various things, such as;
hospitality, Sunshine needs, and small misc. expenses. A record is kept of
each transaction. The President keeps this fund, so that it might be
available for the above-mentioned necessities.
Braille Monitor Chair:
This position requires reading the Braille Monitor, each month, and be
prepared to report important or interest articles to the group.
It should be remembered that the position of all of the above requires the
willingness to sacrifice personal time and energies. It means dedication
and a strong loyalty to the Local NFB Chapter, the State affiliate and the
National organization. Duties should not be taken lightly.
