Hi Kirk, Yes, after January 1st of this year any new license or ID or any changes of information require you go in person. You have to have a proof of ID other then your Florida ID card. This could be hard unless you have a passport etc. You need to prove citizenship with a social security card and residency with a electric bill addressed to you etc. JODY
