[Nfbf-l] Renew ID

Its a shame they are making this process so difficult, especially if you are 
just doing a renewal.  I could understand it if you were applying for a 
brand new card, or if someone was claiming they lost their card or 
something, but I can't see going through all that for just a renewal.
