Amen!!  I wish I had 180 thousand dollars to pay an attorney, at least 
that's what the figure comes out as, unless you accidentally put an extra 
zero or two by mistake.  By the way, can I borrow a couple hundred thousand? 
Just kidding, but seriously, it seems to me that this is in the realm of 
education, not necessarily legal action.  I think it is very natural, 
because we are a society of dog-lovers, to want to give a dog, even a guide 
dog something, even though you know and I know that she needs to stay 
focused on her job.  I think that is what needs to be pointed out to the 
manager, as gently as possible.  These people do it out of ignorance, not 
out of meanness.  Also, you might give people a bad feeling about blind 
people which will set us back if you go ahead with this.  Please keep these 
things in mind before taking legal action.  That's all.
