Hello all! I am forwarding this from a member of the CNU, I am a member as
well of this organization. It is "The Congress for new Urbanism". The letter
below is from Orlando's Mayor Buddy Dyer about his concerns of what the
Governor had stated today about his decision to not move forward on this
project! I have left the names intact for you to read as well and if you

Dear Community Leader,
You may have seen news coverage today about newly-elected Florida Governor
Rick Scott voicing his opposition to the creation of Florida's first high
speed rail line from Orlando to Tampa.
I want to take this opportunity to let you know that while I am disappointed
in this announcement, we are working diligently to ease Governor Scott's
concerns in hopes that he will reconsider this position.
Just this afternoon, I have been in contact with United States Department of
Transportation Secretary Ray LaHood who has made the commitment not to
re-allocate our high speed rail funding until we've explored all options
available to move the project forward.
We are now working with the USDOT and Florida's congressional delegation to
find a way to ease Governor Scott's concerns about this project and ensure
we are able to reap its economic benefits. This includes engaging the
private sector to offer innovative proposals to help finance the balance of
the costs and to construct and operate this system, eliminating any cost and
risk to the state.
I am hopeful that Governor Scott will reconsider his position on this issue
and choose to work together toward a day when High Speed Rail will be a
reality for Floridians, a reality that creates jobs and prosperity for
everyone who calls our great state home.
High Speed Rail for all Florida is a project that was created collectively
and supported by broad coalitions of our state's residents, businesses and
lawmakers. It would only seem reasonable that a decision to cancel a
once-in-a-generation project of this magnitude would be made
collaboratively, rather than unilaterally by Florida's new chief executive.
The Orlando to Tampa High Speed Rail Line has impacts far beyond the borders
of Central Florida as this project was to be the first step in a statewide
and then national high speed rail network, and thus, the foundation for
transforming America's transit system into a 21st century engine of progress
and job creation.
I want to assure you that I remain committed to doing everything possible to
bring high speed rail to Florida.

Senator Nelson met with U.S. Transportation Secretary Ray LaHood this
afternoon and is floating the idea of the Cities of Orlando, Tampa, and
Lakeland forming their own entity to take the $2.4 billion in Federal
funding and relying on the private sector bidders to cover the remaining
$280 million capital shortfall and to cover operations and maintenance.

An interesting funding option, Mark, but has anyone considered that this may
not be about state versus local versus private funding, or even what is best
for the citizens of Florida, but may be about how much authority $73 million
can buy for a "Last Chance Power Drive"?

There is a very strong likelihood that the bids would have covered the
shortfall in the design/build/operate/maintain contract. This model works
in other parts of the world and the bidders are quite versed in it. Mica has
mentioned this frequently in his speeches on HSR.
If the governor had just waited until the proposals were received, he might
have been able to get the state off the hook while committing little or
nothing financially. It is perplexing that he would jump the gun.
Another funding option that didn't even get the light of day is a real
estate transfer tax whereby the land around the stations would help fund the
train. This can take many forms but would not place a burden on the state.

Indeed. Our Governor needs to understand that there is a big difference in
being a CEO and a governor. Although this may have been his style in a
Board room, I believe this style in the Executive Branch of government is
over-reaching the bounds of authority.
The legislature does have the final say, and question is whether the
legislature is willing to fund the difference or allow the bid process take
the appropriate course with an open door for a public/private partnership.

Here are some ideas that have been floating around from others:
Why ride the train when you have your own plane?
It appears that the Gov has overlooked the role that construction of
infrastructure has played throughout the history of the United States . It
appears that the Gov has also overlooked the number of jobs that the
construction and operation of the high speed rail would have created. It
appears that the Gov has failed to appreciate the increase in work
productivity that the high speed rail would have created.
How sad that someone with a so-called business background does not
understand the workings of "investment."
I bet the number of Floridians considering leaving the state has just
increased from 1 in 5 to at least 2 in 5. I know it's crossed my mind.
