Obama and Congress Begin Talks on ‘Fiscal Cliff’
This week, President Obama began to meet with national leaders in varying sectors to discuss America’s budget issues. The meetings will help the President as he begins negotiations with Congress to avert the so-called ‘fiscal cliff.’ The ‘fiscal cliff’ stems from expiring tax cuts from the Bush-era presidency, expiring unemployment benefits, and across-the-board cuts in both domestic and military spending that are scheduled to occur after January 1, 2013 if no deal is made. National Council on Disability Releases Paper on Deinstitutionalization
The National Council on Disability (NCD) recently release a new paper, called “Deinstitutionalization: Unfinished Business.” The paper, aimed advocates and policymakers, is meant to help people transition from living in institutions to living in the community. View the paper from NCD.
U.S. Department of Health and Human Services Extends Deadline for State Exchange Decisions
Last week, U.S. Department of Health and Human Services (HHS) Secretary Sebelius wrote a letter to governors that extends the deadline for states to decide if they want to create their own health insurance exchanges. The original deadline for states to decide was November 16, 2012; the new deadline is now December 14, 2012. It is important to note that states who initially decide not to participate, may be able to apply for their own exchange in the future. Massachusetts Selects Organizations to Oversee Healthcare for Citizens in Need
On Monday, the state of Massachusetts announced that it had selected six organizations to oversee healthcare for some of its neediest residents, as the state aims to streamline coverage for individuals who are dual-eligibles. The organizations who will be streamlining care throughout the state include: Network Health, Blue Cross Blue Shield of Massachusetts, Boston Medical Center HealthNet Plan, Commonwealth Care Alliance, Fallon Total Care, and Neighborhood Health Plan. Washington, DC Settles Seventeen-Year-Old Lawsuit Related to Transportation of Special Education Students
On December 19, 2012, the District of Columbia is expected to become free of federal oversight when it comes to the transportation of special education students to schools in the area. The federal oversight was triggered by a lawsuit filed in 1995, Petties v. District of Columbia. Learn more about the case from Education Week.
Minnesota to Move Ahead with State Health Exchange
Since last week’s election, Minnesota has made great strides toward the implementation of its own state health exchange. Minnesota’s State Legislature, which now holds a democratic majority, has cleared the way for Governor Mark Dayton to confirm that the state exchange will be operable by October 2014. The state has already received $71 million in federal grants to begin implementing the exchange. Learn more from the Associated Press.
Kansas and Missouri Will Not Implement State Health Insurance Exchanges
On Tuesday, Kansas Governor Sam Brownback and Missouri Governor Jay Nixon both announced that their states will not implement their own health insurance exchanges. Governor Nixon indicated that based on the current timelines for implementations that the only possibility for his state would be to participate in the federal health exchange. Nevada Moves to Implement State Health Exchange
Nevada Governor Brian Sandoval discussed the implementation of the Affordable Care Act (ACA) this week. While the state had originally challenged the ACA, they have been building their own state health exchange since 2011. The Nevada exchange is called the Silver State Health Insurance Exchange, and already has its own website that describes the state’s blue print for the health exchange.
