                              National Governors Association Issues New Report on Employment for People with Disabilities
                              At the National Governors Association (NGA) summer meeting on August 2, 2013, NGA Chair Governor Jack Markell (Delaware), highlighted his year-long initiative  “A Better Bottom Line: Employing People with Disabilities.” Markell noted at the meeting that states should help businesses in their efforts to hire people with disabilities by offering training programs, job coaches and skill assessments. His final contribution as NGA Chair was a document called “A Blueprint for Governors” for employing people with disabilities. Governor Mary Fallin, (Oklahoma) will be the next NGA Chair from 2013-2014. Learn more from the NGA or read on at DelewareOnline.com.
                               
                              Senate Health, Education, Labor, and Pensions Committee Approves New Job Training Bill
                              Last week, the Senate Health, Education, Labor, and Pensions (HELP) Committee approved a new bill that will overhaul job training and vocational education in the Vocational Rehabilitation Act of WIA. Some of changes that were passed out of the committee that will affect people with disabilities include:

                                a.. Moving the Rehabilitation Services Administration, the largest employment program for individuals with disabilities, from the U.S. Department of Education (DOE) to the U.S. Department of Labor (DOL). 
                                b.. Transferring DOE’s Independent Living program to the U.S. Department of Health and Human Services (HHS) as part of the Administration for Community Living. 
                                c.. Shifting the National Institute on Disability and Rehabilitation Research from DOE to HHS. 
                              The language also addresses new definitions for competitive integrated employment, supported employment, customized employment strategies, pre-employment transition services to reflect 21st Century workforce needs. The HELP Committee voted in favor of the bill 18-3. Read on from Politico.
                               
                              Obama Administration Launches Personal Health Accounts for Consumers
                              On Monday, the Obama administration announced that consumers may  now go online to healthcare.gov and create personal health accounts. Individuals can use these accounts beginning October 1, 2013 to shop in the health insurance exchanges.                               August Edition of Medicaid Watch Released
                              Read the August 1, 2013 edition of MEDICAID WATCH. Notable and recent state developments and proposals that expand access and eligibility appear in blue, while noteworthy and recent state developments and proposals that reduce access and eligibility are printed in red. The last two pages contain a regularly-updated and current listing of sources and resources on state-level health coverage, with the most relevant news, facts and documents highlighted in yellow.
 

                              

                              The MEDICAID WATCH doesn't cover only state-level Medicaid eligibility and access news; it also reports on other state health assistance programs, including: State Children's Health Insurance Programs (SCHIP); States' own non-federally-funded medical assistance programs; State Pharmacy Assistance Programs (SPAPs); State AIDS Drug Assistance Programs (ADAPs); State-subsidized or - sponsored health insurance programs for limited income persons; and State-subsidized high risk health insurance pools (including premium discounts given by some risk pools to those with incomes under state-set levels).

                               
                              Connecticut Insurance Department Approves Rates for Health Insurance Exchange
                              On Monday, the Connecticut Insurance Department announced that it had approved rates for both individual and small group insurance plans that will be offered in the new health insurance exchange beginning October 1, 2013.                               Maine Insurance Regulators Release Details on Health Insurance Exchange Plans
                              This week, Maine state insurance regulators released a new comparison of twenty-four health plans that will be offered throughout the state beginning this fall. The insurance plans will be sold on Maine’s state health insurance exchange, which will be run by the federal government.
