If you have difficulty completing the application due to access issues, contact Microsoft Accessibility, push 1 for tech support and 2 for windows.  They are generally good at helping with difficult applications and websites.

Perhaps it's just my less than great tech skills, but when I visited this website and tried to click on the very important questions about using the service, I couldn't bring up the answers. Probably some of you will have better luck.
