Don't try to rationalize Halacha like you would a homework assignment, it's 
more involved than that.  Carrying on Shabbos outside an eruv is an avara, 
sin.  The Rav has to adjudicate it in such a way that he is not forcing the 
questioner to commit a sin.  Since aI am not a Rav, I don't have all the 
reasons for his answer, but that one is obvious. Judith
