Hi Rick,  
The servers that work for me in Windows Live Mail are mail.twc.com for both incoming and outgoing mail.   Tech support told me to use pop-server.twc.com and smtp-server.twc.com, but they did not work. Also do NOT check the box that says "4requires authentication"

latest version.
