[Nfbk] Upload the Regs

FYI: I didn't have any trouble signing the petition using Jaws 16 and Firefox.  I just used F to jump to the next form field until I found the first Name field, entered all of my info, received my email and entered on the confirmation link, and was able to read the thank you message on the site.
