> Yesterday the Bevin Administration released a proposed 1115 waiver to reform Kentucky's Medicaid program. A helpful summary of the proposal compiled by the Kentucky Center for Economic Policy can be found here.
>
> If approved, this waiver would have significant ramifications for the more than 1.2 MILLION Kentuckians who are covered by traditional and expanded Medicaid as well as children covered by KCHIP. Changes include:
> · Decreased benefits: dental, vision, non-emergency medical transportation, and retroactive eligibility
> · Added complexity through the use of health savings accounts and other required activities that will make it harder to maintain coverage
> · Premiums, copays and a lock-out period
> · Work, community service, and other requirements
> As consumer advocates, we must speak up about the consequences these changes would have on Kentucky's low-income working families and our most vulnerable citizens. Below is informatio about the waiver's public comment period, which includes 3 public hearings.
>
> It will be important for us to show up and speak up! Please spread the word!
>
> Public Comment Period:
> Written comments regarding the Kentucky HEALTH waiver proposal may be mailed to Commissioner Stephen Miller, Department for Medicaid Services, 275 E. Main Street, Frankfort, KY 40621, or sent by email.
>
> All comments must be received by Friday, July 22, 2016 at 5 p.m. Eastern time.
> In addition, the commonwealth will conduct three separate formal public hearings at the following dates and times:
>
> ► Public Hearing 1: Tuesday, June 28, 2016, 10 a.m. – noon Central time
> Western Kentucky University, Knicely Conference Center Auditorium, 2355 Nashville Road, Bowling Green, KY 42101
> ► Public Hearing 2: Advisory Council for Medical Assistance (MAC) Special Meeting - Wednesday, June 29, 2016, 1 p.m. – 2 p.m. Eastern time
> Kentucky Capitol Annex, 702 Capital Avenue, Frankfort, KY 40601
> ► Public Hearing 3: Wednesday, July 6, 2016, 11 a.m. – 1 p.m. Eastern time

> Using the 1115 Medicaid Waiver to Improve Care for Kentuckians
> Waiver Task Force Recommendations
>
> Last December Governor Bevin announced that he intends to reform Kentucky’s Medicaid program using an 1115 waiver, which is designed to give states more flexibility and opportunities for innovation as they seek new and better ways to provide care to vulnerable populations.
>
> As Kentucky explores the option of using an 1115 waiver to make changes to its current Medicaid program, we must ensure that any changes to the program will build on our successful Medicaid expansion, resulting in better care for Kentuckians that leads to improved health outcomes and a more sustainable system.
>
> To that end, KVH convened a Waiver Task Force to study whether—and how—a Section 1115 waiver could be used to improve health. Task Force recommendations were informed by:
> · conversations with advocates in states that are already using 1115 waivers
> · an analysis by the State Health Access Data Assistance Center of five existing waivers
> · multi-stakeholder input collected by the Foundation for a Health Kentucky at a recent convening
> · a report from the Kentucky Center for Economic Policy on Medicaid’s role in advancing the health of Kentucky
> Top Task Force recommendations include: engaging consumers in their care, fostering delivery system pilots, focusing care coordination on hot spots and high use, building Kentucky’s Health Data Trust, and protecting medically fragile Kentuckians from cost-sharing.
