Counselor-Certified I position in the Bowling Green office.  This is the

Characteristics of the Job:

As a Certified Rehabilitation Counselor (CRC) demonstrates proficiency in
providing rehabilitation counseling and caseload management oversight for
persons with disabilities seeking gainful employment. Functions under
limited supervision as a vocational rehabilitation counselor to insure
consumers receive appropriate guidance in highly specialized rehabilitation
areas; and performs other duties as required.

Description of Job Duties

This position proficiently collects, evaluates and interprets medical,
psychological, vocational and other reports to determine eligibility for
services for consumers who are visually impaired or blind. This position
conducts assessments to determine what services are needed and coordinate
those services with other professionals and partners so consumers can
prepare for, engage in, or retain gainful employment.

This position works with employers throughout the region in highly
specialized areas such as job development, job analysis and follow-up
services to ensure job placement is consistent with the consumers' unique
strengths, abilities, and specialized needs and coordinates coaching or
other services from professionals.

This position plans, organizes and manages the delivery of services based on
assessments, vocational counseling and goals. Working with the consumers,
this position develops Individual Plans for Employment (IPE). This position
develops and maintains documentation, prepares correspondence, interprets
and applies agency policies and procedures and state and federal laws.

This position manages and maintains caseload budgets to ensure that
expenditures adhere to policies, regulations and allowable service fees and
enters data into the Case Management System (CMS). 

This position develops referrals; performs basic public relation functions
and partners with service organizations, schools and physicians to provide
services to consumers and to develop resources; attends meetings and
conducts presentations; and acts as a mentor for new counselors;

This position supervises, conducts performance evaluations and approves
leave.

This position will travel throughout the district which includes the
following counties: Allen, Barren, Green, Hart, Metcalfe, Monroe, Simpson,
Taylor and Warren.

Performs other duties as assigned.

Typical Working Conditions:

Work is performed primarily in an office setting. Occasional travel will be
required to coordinate services between customers and the agency.

Additional Requirements:

Upon appointment, employees in this class may be required to maintain a
valid driver's license and required to drive a licensed vehicle. This status
may be necessary for the length of time in this class. If this is necessary
it will be listed in the specific position description for that position.

a drug screening test and background check. Applicants and employees in
positions which perform job duties that may require contact with offenders
in the custody or supervision of the Department of Corrections or with youth
in the care, custody, or supervision of the Department of Juvenile Justice
