The Office for the Blind (OFB) is seeking qualified applicants for the
position of Division Director for Kentucky Business Enterprises (KBE) This
is a full-time, unclassified (non-merit) position, which reports to the
Executive Director. 

The agency's mission is to provide opportunities for employment and
independence to individuals with visual disabilities. KBE contributes to
this mission through the Vending Facility Program, authorized by the
Randolph-Sheppard Act. Through this program, KBE trains and certifies
Kentuckians who are legally blind in food service and licenses them to
operate snack bars, dining facilities and automated vending facilities in
public and private locations throughout the state.

Job Details

Directly oversees staff and operations of the Division.

Develops and maintains working relationships with program state and federal
partners, the Blind Vendors Committee of Licensed Managers and program
building grantors and hosts.

Develops new opportunities to maximize employment and economic opportunities
for legally blind individuals in vending/food service operations. Seeks
opportunities to increase the profitability and effectiveness of the
program.

Develops and implements responsive and effective customer service approaches
and metrics in collaboration with the licensed managers.

Coordinates contracts with licensed managers in cooperation with agency
procurement staff and in compliance with federal, state, and program
statutes, regulation and policy.

Works with agency fiscal staff to develop program budgets, monitor
expenditures, and produce financial reporting for the program.

Oversees the management of the vending machine maintenance program and
reviews and approves the purchase of program equipment and inventory.

Education preferences, minimum requirements: Bachelor's Degree in business,
marketing, or management preferred.  
Agency will consider specific, relevant experience as substitute for a
Bachelor's degree. 

Experience preferences, minimum requirements: The Office for the Blind seeks
a candidate with the necessary experience, skills and ability to expand
revenue, scale and profitability of the Kentucky Business Enterprise.
Preferred experience will include experience in small business ownership,
operation or management, and/or developing vendor contracts and
relationships. 

Special requirements: Familiarity with the Randolph-Sheppard Act and/or
ownership experience operating a Randolph-Sheppard program. Experience with
visually impaired/blind programs. Position requires frequent statewide
travel. 

Location: Frankfort, KY 
Work Week: 37.5 hours 
Pay Grade: 19 
Salary or Range: $56,756.88 - $75,190.08 annually 

*Upon appointment, employees in this class may be required to maintain a
valid driver's license and required to drive a licensed vehicle. This status
may be necessary for the length of time in this class. If this is necessary,
it will be listed in the specific position description for that position.

which perform job duties that may require contact with offenders in the
custody or supervision of the Department of Corrections or with youth in the
care, custody, or supervision of the Department of Juvenile Justice must
meet qualifications pursuant to the federal Prison Rape Elimination Act, 28
C.F.R.115.17 and 115.317.
